The Toyota Mobility Foundation (TMF), Toyota Motor Philippines Foundation, and the University of the Philippines – Philippine General Hospital (UP-PGH) reached a key milestone in the Healthcare Mobility for All (HEAL) Program with the launch of the HEAL Mobile Clinic.

This innovative service expands access to vital diagnostic and preventive care in underserved areas. Two Mobile Clinics, each converted from a Toyota Coaster, will increase healthcare reach, starting with the first deployed in Ternate, Cavite. This effort advances HEAL’s goal of improving healthcare access by easing travel burdens and promoting timely, equitable care.

The HEAL Mobile Clinic began phased operations with a soft launch in Ternate on December 19, 2025, initially providing Chest X-ray and Electrocardiogram (ECG) services. These imaging functions are ready now, with laboratory diagnostics to follow as the clinics evolve to full capacity. Each Toyota Coaster unit is outfitted for eight key diagnostic tests: Chest X-ray, ECG, Hemoglobin A1c, Urinalysis, Complete Blood Count, Lipid Profile, Fasting/Random Blood Sugar, and Creatinine. These assist in early detection and management of prevalent diseases in the Philippines like diabetes, kidney, cardiovascular, and respiratory conditions.

Serving Ternate’s 28,000 residents—many of whom previously traveled over two hours to UP-PGH in Manila—the first Mobile Clinic stationed at the Municipal Health Office now offers essential diagnostics closer to home, saving nearly 100 km per round trip. The Ternate Local Government Unit supports the initiative with infrastructure such as power, waiting areas, and ambulance access, while UP-PGH oversees the medical teams through its Community Health and Development Program.

The second Mobile Clinic will cover communities near New Clark City, Tarlac, a rapidly growing government, education, and residenial hub where diagnostic access remains limited. In partnership with local healthcare providers, the clinic will bolster existing services and gather insights on mobile diagnostics’ role in supporting expanding urban centers.

To boost efficiency, TMF is launching a digital self-check-in system for both clinics to expedite patient intake by aligning demand wih capacity. An automated booking confirmation will notify patients ahead of appointments, improving patient flow, reducing wait times, and enhancing clinical coordination.

The HEAL Program advances national goals for fairer, community-focused healthcare delivery. Leveraging UP-PGH’s clinical and research leadership, the Mobile Clinic explores how community-based diagnostics can enhance existing health systems and reach underserved groups. Lessons learned may guide scalable strategies to broaden healthcare access.

By delivering care nearer to residents, the Mobile Clinic reduces long travel to hospitals and eases overcrowding in major centers. This lessens the physical, financial, and time costs for patients and families, fostering a more consistent, accessible care pathway for marginalized communities.

The Mobile Clinic operates through robust partnerships: Toyota Mobility Solutions Philippines (mobility partner), Toyota Motor Philippines Corporation (engagement partner), and Deloitte Future of Mobility Solution Center (development and implementation partner), collaborating with TMF and UP-PGH to ensure sustainable operations.

The preparation highlighted the urgent need for integrated mobility and public health solutions at the grassroots. Dr. Gerardo Legaspi, Director of Philippine General Hospital, affirmed that the Mobile Clinic strengthens local primary healthcare by bringing diagnostics and relevant technology closer to patients. This jumpstarts community health programs and fosters self-reliance, enabling UP-PGH to extend its reach, collaborating with local partners for sustainable, community-centered care.
